The best time is whenever you want it to be! The weather does have a lot to say for the kind of experience you will have, and the main seasons can be starkly different. Winter (June to August) can be very cold at night, with lovely sunny days on safari but in the Cape, these months are typically the rainy season and dry season in the bush. Safari can be remarkable at this time of year, and although you may have a drizzle or two in Cape Town you will have some amazing sightings on safari.
Flip it around when Cape Town is in wall-to-wall sunshine and hot sunny days (November through to April) and you’ll find that the bush is experiencing amazing rainstorms and the foliage is thick and green. Beautiful for photography, amazing from a baby animals perspective but game can be a tad harder to find.
